Updates for broken links, more elaborate markup. As part of this, I
corrected the configuration/tuning section to take into account the new
__gnu_parallel::_Settings approach.

This is the first doco patch with the DocBook manual in place. I'm
pleased: it seems possible to update and regenerate just the relevant
html piece that changed.
