doc freeze jan 22

Howdy partners!

It would be helpful for me to lock down the documentation content,
specifically items that are in doc/html, so that content in == content
out, even if the way it's structured and assembled changes. 

Because of this, I would like to freeze doc/html starting on Jan 22. 

So, people who have lingering doc patches, please post and or check in
before this point, or resign yourself to updating/merging.
