[profile-stdlib][patch] design doc

This email was sent originally on Aug 13 2008.  I just noticed it is not 
in the archives and it looks like it got rejected by the mailman.

This patch contains the design document of the profile mode.

Some bits are unfinished and some diagnostics are completely omitted in 
this version.

I decided to send it out as it is since it has grown quite a bit and we 
keep coming up with more and more ideas.

Please let me know what you think about the design.  Also, please feel 
free to suggest other interesting performance diagnostics.
