Is it in Annex D in C++0x? If so, then yes. Why would it be treated
differently than anything else?

I have provided a consistent, complete transition to C++0x. It
may be uncomfortable for some, but it is accurate and provides the most value to libstdc++ users and developers now and
in the future, and quite frankly in the most timely manner possible. 

I will do the testsuite additions and update the libstdc++
documentation with the explanatory bits from my original message as a
follow-on patch.
