[v3] make_signed/make_unsigned fixups

This adds in the unsigned-char switches pointed out by Howard. In 
addition, I threw in the short-enum switch.

It looks like the decay bits under question are already tested. I'm 
unsure as to why we'd want to change the current behavior.
