[Patch] libstdc++/27867

Hi,

in my opinion the below is almost trivial (without it, the first 
template argument of the _Expr returned by the inner 
operator==(valarray, valarray), a _BinClos, doesn't have the right 
value_type and the following operator==(_Expr, valarray) doesn't match) 
but will wait a bit in case Gaby can spot something wrong with it... 
Tested x86-linux.
