[Patch] List::splice (and merge) bits of N1599

Hi,

we weren't implementing these bits, which, actually are necessary for
consistency in the use of non-empty allocators together with std::list.

Howard, it seems to me that, besides all three overloads of splice, both
merge overloads must be also fixed.

Also checked that for empty allocators the additional check is
completely optimized out already at -O1, at tree-level.

Tested x86-linux.
