[v3] use --gc-sections if possible

Hey Mr. Joy-and-bunnyrabbits:

Here's how the gc-sections bits can be enabled by default. I haven't
done the instrumentation to the testsuite to see if there is a
significant advantage or any change to enabling this. I don't think it
would be to difficult to do more elaborate testing.

However, I'm curious: do you think this is a good idea? Do you think it
would be a good idea to flip this on for wider testing for this flag?

tested x86/linux
