Mention TR1 in the 4.1 changes page.

Two points: the first one is that in fact we already mentioned the
availability of TR1 facilities as part of the 4.0 changes and I think we
should take that into account: probably, only mention bug fixes, a
little bit more, but not much, not sure about the details.

The second one, is that we should deliver a consistent full paragraph of
v3 changes, mentioning at least ext/vstring too. I'm working on that,
and would be happy to integrate TR1 bits from you (see above).
