[v3] C99 config cleanup

This is the finished patch for the configuration bits.
The goal is to have wchar_t/long long treated the same way, and to have
C99 bits clearly identified and in the same place. I think this is an
improvement, and will be checking this in after I hear from the Solaris
tester (victim?), or 24 hrs.
Next step it to make the include behavior consistent. I think that will be less work.
