char_traits.h implementation of the wchar_t specialization is not
guaranteed to work when that compiler option is in effect.

P.S. For your curiosity: rewriting the wchar_t specializations by open
coding the various functions, allowed that user to get a clean testsuite
and quickly port a windoze application.
