Note that locale are also important, maybe more: in the v7-branch we are
looking into a non-refcounted option for basic_string. On the other
hand, however, it is *not* obvious how *much* thread-safety we really
want for locale: after all, given the standard in force, it's only QoI.
Peter, in case you are going to audit locale, besides technical anlyses
of the specific usages of exchange_and_add & co, I'd like to also know
your opinion about that, much *more* general issue.
