Huh?

You're on i686-pc-linux-gnu, and so am I.  What could differ?
TCL, expect and dejagnu versions?
Some locale being set?

What if you quote the +:es, replacing "+" with "\+", making the
call libstdc\+\+_maybe_build_wrapper?

(runtest --version)

In contrast, it worked for me on RH 6.2(!) (using gcc-2.95.3
for building) with runtest --version:
Expect version is       5.39.0
Tcl version is          8.4
Framework version is    1.4.4

and on FC2 but with same stock dejagnu-1.4.4 version and
apparent the rest were the same versions too:
Expect version is       5.39.0
Tcl version is          8.4
Framework version is    1.4.4
