Agreed: your plan sounds good to me. I think it's best to add the
directories on an as-needed basis.

Actually, I wanted to set the bar kind of high with these new additions:
implementation, docs, testsuites. The lack of testsuite coverage in some
parts of GNU STL is still worrisome, and I'd like to avoid falling into
this trap again. I plan on checking in array testsuite bits momentarily.
