Actually, whereas the changes to the Standard are completely clear, I don't
know the answer to your question: indeed, the difference between istream and
ostream seems like an inconsistency...

All in all, I think it's better to wait a bit on this, barring 
clarifications from
people in the committee / involved in the DR.
