Possibly uninitialized variable in include/bits/istream.tcc basic_istream::ignore

I stand corrected. I'll put in this fix.

There are a couple somewhat related issues.

1) Why aren't WARN_FLAGS, and CC, CXX overrides working in libstdc++ anymore?
ie

make WERROR="-Werror" WARN_FLAGS="-Wuninitialized" all-target-libstdc++-v3

no longer works for WARN_FLAGS, and the defaults are used (incorrectly).
This also happens for CC and CXX.

2) Why is the default WARN_FLAG, which has -Wall, not warning for
-Wuninitialized, as documented and expected?
