I agree 100% with Paolo.

I realize we are running out of time.

(Ok, ok, I'm still in denial)

However, I would really, really like to get the MT kinks out of locale
before 3.4. This is really important.

I'll work on the locale::global locale::locale issue this weekend and
see if I can figure out a way to do this that won't kill BSD. If so,
then we should be able to use the same idiom here.

(FWIW, RAII caches are probably the way to go anyway.)
