[RFC] In do_get_time, %S from 0 to 59, or 60, or even 61?!?

Even accepting 61 seems fine.

Why would one want to reject it?  I can't think of a program that
stops working when you DON'T reject it (that isn't already broken
in its design).  Rejecting a value of 2004 makes sense, but well.

I agree that accepting 60 is almost a must.
