[RFC] PR 7219 vs D.6.1 vs _GLIBCPP_DEPRECATED

Hi,

we have this very old PR still open only for this reason: we have not 
yet decided whether the typedefs prescribed in D.6.1 must be exposed 
unconditionally or only when _GLIBCPP_DEPRECATED.

In my reading of Annex 6, for the current standard (14882: 2003) there 
is actually little doubt that should be exposed unconditionally.

Other opinions?
