[Patch] Improve the old fix for 11095

Hi,

in retrospect, my fix was correct but ugly: we can easily avoid
explicitly checking that width() >= 0 since we have to compare it
anyway with 'len'!.

Also, as part of the clean up, we can avoid unnecessarily calling
__builtin_alloca (similarly to various places in locale_facets.tcc).

Tested x86-linux, will commit soon if nobody objects...
