[Patch] stl_tree.h: _Rb_tree_rebalance(): Add local variable to get grandparent and use const

Hello,

I must apologize to Loren for my misunderstanding concerning how to get 
the ball rolling to get an approved assignment.  In particular, I wrote 
that Loren said my employer would be sent the papers to be filled out. 
 Some of my neurons must have fired in the wrong direction, because this 
was not the case.

I hope to have my assignment approved soon.  I fully understand that 
none of my patches can be accepted without this.
