Where it affects codegen, that's just a bug to file.  (Probably it's
already fixed in the Boost codebase.)  It does not by itself seem reason 
not to turn on concept checking by default.  Is there anybody reading
who can say more about how/why the decision was made, and/or what it
would take to get it revisited?
