redo 22_locale, try two

This is a better example. Instead of the CVS 22_locale directory, use
this with the rest of the current testsuite CVS.

There is a lot of duplication of the 3.cc and 4.cc files in this. Seems
like there's a way to do a better job.

At this point collate and codecvt are mostly done. So, there's a lot
left to do.
