[Patch] libstdc++/9027

Hi,

This is a patch for PR 9027. It is against gcc-20021230 but also applies
cleanly to gcc-3.2.1.

The patch mostly removes differences between
basic_filebuf<char>::_M_underflow_common and
basic_filebuf<wchar_t>::_M_underflow_common. Are these specializations
really neccessary?

Tested on Red Hat Linux 8.0 on x86.
