Googl-ing a bit, I found this, which seems interesting:

In particular, this recipe for generating UTF-8 data:

    localedef -v -c -i en_GB -f UTF-8 /usr/lib/locale/en_GB.UTF-8

Does anyone know more/have references about this topic?
