[libstdc++] Document minimum glibc requirement

Would you mind checking gcc/doc/install.texi on the various branches as
well?  That is (well, at least should be) the ultimative source for this
kind of information.

(We really should try to avoid spreading this kind of information too
much, or our users will simply miss it!)
