[Patch] Speed up parsing of integer types

Hi again,
in the meanwhile I have fixed a couple of bugs (+num (i.e.,
explicit sign) was not accepted for unsigned types; 0x and 0X
alone were accepted for hex base and parsed as 0) and polished
the code here and there.
Regtested on x86-linux both generic/gnu locale models.
Please have a look: barring objections I'd like to commit on
monday.
