[Patch] Fix libstdc++/12653 (DR 303 [WP])

Hi,

this implements the resolution and fixes that small problem with
the failbit I have noticed on the way. Also implements the common
requirements of formatted input functions, whiche were not met.

Tested x86-linux.

Will wait 'til tomorrow (italian time)
