what's up with the 22_locale fails on 64 bit hosts?

I still cannot reproduce this. The testsuite harness is working fine for
me in not reporting extra fails when I only have one locale installed
(it is en_US). So, the de_DE locale tests don't look to be failing to
me. Do you not have the en_US locale installed on this machine?
