AIX testsuite failures

	The libstdc++ log file shows the appended details about the
current failures.  I am most concerned about 25_algorithms/min_max.cc,
which fails to link due to uninitiated templates.  I think the test needs
to use

#if _GLIBCPP_EXTERN_TEMPLATE
