[libstdc++] Use LD_RUN_PATH when linking abi_check

Copied to branch.  Also copied Loren's abi_check.cc patch to detect
-W on readelf, so now abi_check.cc is identical on both branches, and
both branches will not be incorrectly loaded with the system installed
libstdc++.so, if there is one.
