not sure about the quoting. In the toplevel Makefile I get:

infodir = '${prefix}/share/info'
mandir = ${prefix}/share/man

in gcc/Makefile:

infodir = ${prefix}/share/info
mandir = /usr/share/man

so I overwrite these macros when calling make.
