Is mainline/3.2 still at ABI version 4?

I know Jason posted ABI changes, but I don't think they went in. When
they do go in, I'm assuming the libstdc++ list will notice or otherwise
be notified, and the appropriate bump in libtool_VERSION can take place.

(another reason why 'make check-abi' needs to happen...)
