[v3] c_compatibility headers

This patch implements the configure-related changes related to having
different "C" header models, some of which have different numbers of
headers, some of which have additional headers.
In particular, this is mostly all the configuration necessary to
switch to --enable-cheaders=c for newlib based crosses. The remaining
bit is to set c_compatibility=yes in configure.target, or to do a more
sophisticated default setting, as Phil suggested. That patch is small,
comparatively, and will be done later when the gcc and newlib patches
are in place.
I'm still waiting for test results. It looks like I might not have all
the right stuff in place for some of the individual c_compatibility
headers. Thus, I've not included them at this time.
