libstdc++ atomicity.h and ppc405 problem

This part looks OK to me for libstdc++-v3 (at least similar to how we
handle __thumb__ in arm/atomicity.h).

I can't really judge the multilib part (other than raise an issue to
consider: will every user of the PPC port want this?  If the answer is
no, you may need to think about it some more.)

After you get approval for the gcc/config part, I will help you
install the libstdc++-v3 part.
