libstdc++ atomicity.h and ppc405 problem

I should have written

sed -e 's/^TARGET_CONFIGDIRS.*$/TARGET_CONFIGDIRS = libiberty libstdc++-v3 boehm-gc zlib/' Makefile.orig > Makefile

Sorry for the email typo.  Still hoping for a clue about
how to specify -mcpu when building libstdc++ as part of gcc build.
