Problems with 22_locale/ctor_copy_dtor.cc

Excecution of 22_locale/ctor_copy_dtor.cc does not pass on my system,
because LANG is set to C. If this variable is set to another
value, e.g., de_DE, all tests pass.
The code at line number 127 is the culprit, VERIFY (loc07 != loc01).
If loc7 is set to the C locale via the environment this test fails.
I suggest removing this line.
