When we hacked this around last month, Loren pointed out that my most
recent patch didn't help on a certain class of systems.  I'd like to finish
this problem off, or at least move to a less-broken state so as to get
more feedback.

addresses the problem of systems without static initialization.  It works
in as much as I can fake that kind of environment, so I plan to check it
in, but I'd really like it if somebody with access to such a platform can
also review it.
