Everytime stuff like this comes up I wish I knew more about tcl/tk/dejagnu, I 
think we should have a .exp in the gcc sources that defines functions like 
'targethasproperty' and 'hosthasproperty' so we could use it similar to the 
'target' function:

 [targethasproperty gnulocale bigendian 64bit fPIC dwarfeh]

cause that would define a lot of testcases restrictions to something they 
really want to restrict to.

Maybe a projects.html candidate?
