I think adding it as part of the ABI makes the most sense. As such, 
libsupc++ seems to be the likely target. Do you want to get this into the 
formal IA64 C++ ABI spec?

As Phil noted, we can put this into an ABI namespace or 
extension namespace.

This sounds cool: thanks. I think this functionality should be included, 
espeically if the work is already done.
