v3 testsuite failures under hpux--setlocale dependency on libdld.sl

I've filed PR libstdc++/2841 about this problem on Tru64 UNIX and managed to
get the testsuite working again with a couple of quick hacks.  This is a
serious regression from the old mkcheck-based testsuite, obviously on more
platforms than I though at first.
