V3 static data in classes vs AIX

Isn't that what I was suggesting?  Removing the code from cp/decl2.c
would be the compiler fix.

The only change to V3 will be (possibly) more explicit instantiations
-- which is really the only way we have of dealing with AIX at this
point.
