[v3] implement std::messages

I'm checking this in to the trunk. It implements std::messages in a
couple of ways, including generic, gnu (glibc 2.2.x, glibc 2.3.x), and
ieee_1003.1-200x. I've documented the implementations, so I won't go
into it here, but the idea is to get the functionality of
java.text.MessageFormat by wrapping by wrapping "C" functions and
using the C++ library ABI.
This officially breaks the libstdc++ ABI from gcc-3.0, and bumps the
libstdc++ version to libstdc++ 3.1.0.
Make sure you do updates with 'cvs -d' to catch the new directories.
As the patch is quite big, I've just attached a compressed version.
Tested with and without gnulocale on x86-linux, and
x86-linux-x-powerpc-eabism. No regressions.

doesn't use message catalogs (yet).
