Concept-checking code on branch

The concept-checking code is turned on for the branch.

Is this intentional?  

The code is presently over-strict; it flags as erroneous some valid
uses.

I would strongly prefer that concept-checking be off by default, even
once it is correct.  It is not that it's not useful -- but I don't
believe it is useful enough to be on by default.

In any case, does anyone object to turning it off in the short term,
at least until it is correct?
