Confused about empty libstdc++-v3/config/newlib directory

In the gcc cvs tree there are directories:
*	libstdc++-v3/config/newlib, and
*	libstdc++-v3/config/os/newlib

libstdc++-v3/config/newlib is empty, but is referenced by the configure
script.  Is this just bitrot?
