configure.target and a libtoolized mkcheck

...GLIBCPP_CHECK_OS was always kind of a trancendental form for
actually getting these checks done, a way to organize the Makefile so
that it made sense. Well, kinda.

Anyway--I like this idea, sounds good. Please check both of these things in.
