crosscompiling with glibc...

I'm going a crosscompile of libstdc++ with glibc 2.1.3
(I'm actually crosscompiling from i686-pc-linux to i586-pc-linux, yes I know
it's a silly thing to do, but I'm just checking there aren't any problems
that'll throw us later..)

the problem I've just hit was that it's using the newlib ctype.cc rather than
the gnu-linux version. does anyone know why this might be happening, or how to
override it?
