a great deal of info is available at:

but, since I'm already typing...
libstdc++-v3 is a part of the gcc cvs tree now. If you checkout a
current gcc snapshot, you'll get a current libstdc++-v3 along with it.
It is not enabled by default (configure with --enable-libstdcxx-v3 to
use it).
