Building libstdc++ on hpux 11

gcc-2.95.2 is not supported on Hpux11. This is just the beginning of your
problems...

I briefly looked into adding hpux11 support. I was unable to get a
compiler that would compile itself, let alone work with v3, so dropped the
thought after some initial work.

If, at some point in the future, somebody can convince me that a bootstrap
of g++ on hpux11 is possible, I'll revisit that decision.
