The mailing list set up is not broken, and you're misrepresenting the
case when you say that.  You may disagree with how it is set up, but
that is a different matter altogether.  I've brought this issue up with
the maintainers of projects on sourceware in the past; they were all in
agreement with me on this issue of how to set the Reply-To header.

I am not the mailing list manager for this list; don't waste my time
contacting me or complaining about it--nothing will come of it.  I did
set the defaults for all mailing lists on sourceware.cygnus.com, but I
have little say in how they are reconfigured beyond that.
